1.    Reglement

De bovengenoemde toernooi-organisator heeft de benodigde toestem­ming tot het houden van het toernooi verkregen van de KNVB.

De wedstrijden worden gespeeld volgens de regels van de "International Football Association Board" van de FIFA en het reglement van KNVB. In enkele gevallen zijn de lokale regels van toepassing, zoals omschreven in dit reglement.

De toernooiorganisator stelt een toernooicommissie samen die verantwoordelijk is voor de gehele toernooi-uitvoering.

2.    Arbitrage / Registratie formulier

De wedstrijden worden geleid door scheidsrechters aangesloten bij de KNVB.

Ieder team (U13, U15, G15, U17, G17) dient een persoon als grens­rechter beschikbaar te stellen. Deze grensrechter staat gedurende de gehele wedstrijd aan de kant van het eigen team en is gerechtigd buitenspel aan te geven. De eindbeslissing hierover ligt bij de scheidsrechter.

Voor aanvang van de eerste wedstrijd op vrijdag, moet ieder team een registratie formulier ingevuld hebben dat geldig is tijdens het gehele toernooi.

3.    Teams / Teamleider

Teams die de goedkeuring van hun nationale voetbalbond hebben gekregen zijn gerechtigd aan dit toernooi deel te nemen.

Ieder team moet worden begeleid door een teamleider ouder dan 18 jaar. De naam, het adres en de geboortedatum van deze volwassene dient op de spelerslijst te worden vermeld. De teamleider is verantwoordelijk voor het gedrag van de spelers, zowel op het sportcomplex als in alle andere accommodaties, die voor de deelnemers beschikbaar zijn gesteld.

4.   Categorieën / Dispensatie

Referentiedatum:

·         De standaard referentiedatum voor Euro-Sportring-toernooien is 01.01.XX.

          Standaard dispensatie:

·         Er mag maximaal één speler die tot zes maanden te oud is (geboren na 1 juni 1, XX) deelnemen zonder toestemming van zijn/haar eigen bond.

Uitzonderingen:

Er zijn een aantal regels waarbij van bovenstaande standaard dispensatie kan worden afgeweken of die hier niet onder vallen:

·         Indien de hierboven genoemde dispensatie van toepassing is in het land van de speler, betekent dit dat wanneer een speler of meerdere spelers toestemming hebben van de nationale of regionale voetbalbond om in hun team te spelen, dit ook door ESR wordt geaccepteerd voor het toernooi. Bewijs is vereist.

·       In sommige landen gelden andere referentiedata, die ook van toepassing zijn op de Euro-Sportring-toernooien. Dit betekent dat voor de volgende landen de afwijkende    referentiedata zijn afgestemd:

Er zijn ook uitzonderingen voor meisjes:

·         Meisjes in jongensteams: alle speelsters max. 1 jaar ouder

·         Meisjes in meisjesteams: max. 3 speelsters 1 jaar ouder

De teamleider moet voor aanvang van het toernooi de spelerslijst waarop per speler naam, geboortedatum en rugnummer zijn vermeld, op het toernooisecretariaat overhandigen. Alle spelers dienen in het bezit te zijn van een officieel legitimatiebewijs dat op elk moment getoond moet kunnen worden. Dezelfde speler mag tijdens het gehele toernooi in slechts één team uitkomen.

5.    Tenues

Indien vóór aanvang van een wedstrijd naar het oordeel van de scheidsrechter de clubkleuren van beide teams te weinig verschil­len, is de eerstgenoemde vereniging verplicht te spelen in een tenue van afwijkende kleur.

6.    Speelduur

Voor alle categorieën geldt een speelduur van 1x 25 minuten.

7.    Wedstrijdverloop / wisselspelers

U13, U15, G15, U17, G17: Maximaal 5 verschillende wisselspelers per wedstrijd toegestaan (een eerder gewisselde speler mag later weer ingezet worden tijdens dezelfde wedstrijd).

U11/7, U12/8, G13/8: Onbeperkt aantal wisselspelers per wedstrijd toegestaan. (een eerder gewisselde speler mag later weer ingezet worden tijdens dezelfde wedstrijd).

8.    Plaatsing

Groepsfase

De ranglijst wordt bepaald door het aantal punten. De punten worden als volgt gegeven:

-      winst 3 punten

-      gelijkspel 1 punt

-      verlies 0 punten

Indien meerdere teams een gelijk aantal punten hebben behaald, wordt de rangschikking als volgt bepaald:

1.    Doelsaldo

2.    hoogst aantal gescoorde goals

3.    uitslag onderlinge wedstrijd.

Indien de opeenvolgende toepassing van deze drie regels het niet mogelijk zou maken de ploegen te scheiden, zal er een serie strafschoppen volgen.

Plaatsing vervolgronden - Plaatsing finales.

Bij een gelijke eindstand tijdens de poulewedstrijden en finales, wordt de winnaar bepaald door een serie van 3 strafschoppen.

Indien er na 3 strafschoppen nog geen winnaar is bepaald, zullen beide teams om beurten een penalty nemen tot er een verschil is ontstaan.

9.    Disciplinaire maatregelen

Bij een gele kaart volgt een tijdstraf van 5 minuten. Deze speler mag tijdens de tijdstraf niet vervangen worden. Na 5 minuten mag de speler, of een wisselspeler weer meedoen.

Bij een tweede gele kaart, en dus rood, voor dezelfde speler in dezelfde wedstrijd volgt er eveneens een tijdstraf van 5 minuten. Na deze 5 minuten mag een vervangende sepeler terug in het veld komen. De desbetreffende speler mag niet meer meedoen.

Bij een directe rode kaart volgt een tijdstraf van 10 minuten. Na deze 10 minuten mag een vervangende sepeler terug in het veld komen. De desbetreffende speler mag niet meer meedoen.

Gele kaarten gelden alleen voor de huidige wedstrijd. Eventuele tijdstraffen worden dus niet meegenomen naar een eventuele volgende wedstrijd.

Bij een direct rode kaart wordt de speler de (op zijn minst) eerstvolgende wedstrijd uitgesloten.

Alle kaarten worden gemeld bij de toernooicommissie.

Alle rapporten over wangedrag zullen door de toernooi-organi­sator naar de nationale voetbal bond worden gestuurd, die deze rapporten zal doorsturen naar de betreffende andere nationale bonden.

In geval van poulewedstrijden zullen alle resultaten van een team ongeldig verklaard worden, indien:

-     dat team met een niet gerechtigde speler uitkomt;

-     door wangedrag van de spelers van dat team de scheidsrechter besluit de wedstrijd te staken.

10. Protesten

Protesten met betrekking tot beslissingen van de scheid­srechters zijn niet mogelijk. Protesten met betrekking tot andere aangelegenheden moeten uiterlijk 15 min. na afloop van de wedstrijd door de teamleider bij de toernooicommissie schriftelijk worden ingediend. De toernooicommissie besluit tevens over aangelegenheden waarin dit reglement niet voorziet. Het besluit van de toernooicom­missie is bindend.

11. Wedstrijdprogramma

De toernooicommissie heeft het recht om in geval van onvoorziene omstandigheden, het wedstrijdprogramma te wijzigen.

12. Aansprakelijkheid

De deelnemende clubs zijn zelf verantwoordelijk voor een adequate verzekering van de spelers. De organisatoren en Euro-Sportring zijn niet aansprakelijk voor persoonlijk letsel en verlies of diefstal van eigendommen van de deelnemers.

1. Regulations

The above-mentioned tournament organizer has obtained the necessary permission from the KNVB to organize the tournament.

Matches will be played in accordance with the rules of the "International Football Association Board" of FIFA and the regulations of the KNVB. In some cases, local rules apply, as described in these regulations.

The tournament organizer will appoint a tournament committee responsible for the entire execution of the tournament.

2. Refereeing / Registration Form

Matches will be officiated by referees affiliated with the KNVB.

Each team (U13, U15, G15, U17, G17) must provide a person as an assistant referee. This assistant referee will remain on the side of their own team throughout the match and is authorized to indicate offside. The final decision rests with the referee.

Before the start of the first match on Friday, each team must have completed a registration form that is valid for the entire tournament.

3. Teams / Team Manager

Teams that have received approval from their national football association are entitled to participate in this tournament.

Each team must be accompanied by a team manager over the age of 18. The name, address, and date of birth of this adult must be listed on the players' list. The team manager is responsible for the behavior of the players, both at the sports complex and in all other accommodations provided for participants.

4. Categories / Dispensation

Reference date:

· The standard reference date for Euro-Sportring tournaments is 01.01.XX.

Standard dispensation:

· A maximum of one player who is up to six months overage (born after June 1, 1, XX) may participate without permission from their own association.

Exceptions:

There are several rules where the above standard dispensation may be deviated from or does not apply:

· If the above-mentioned dispensation applies in the player’s country, this means that when one or more players have permission from their national or regional football association to play in their team, this will also be accepted by ESR for the tournament. Proof is required.

· In some countries, different reference dates apply, which are also applicable to Euro-Sportring tournaments. This means that for the following countries, the deviating reference dates are aligned:

There are also exceptions for girls:

· Girls in boys' teams: all players max. 1 year older
· Girls in girls' teams: max. 3 players 1 year older

The team manager must submit the players' list, including name, date of birth, and jersey number per player, to the tournament secretariat before the start of the tournament. All players must possess an official ID that can be shown at any time. The same player may only play for one team throughout the tournament.

5. Kits

If, in the opinion of the referee, the club colors of both teams are too similar before the start of a match, the first-mentioned team is required to play in an alternative kit.

6. Match Duration

For all categories, the match duration is 1 x 25 minutes.

7. Match Play / Substitutes

U13, U15, G15, U17, G17: A maximum of 5 different substitutes per match is allowed (a previously substituted player may re-enter during the same match).

U11/7, U12/8, G13/8: Unlimited substitutes per match are allowed (a previously substituted player may re-enter during the same match).

8. Ranking

Group stage

The ranking is determined by the number of points. Points are awarded as follows:

• Win: 3 points
• Draw: 1 point
• Loss: 0 points

If multiple teams have the same number of points, the ranking will be determined as follows:

1. Goal difference
2. Highest number of goals scored
3. Result of the head-to-head match

If the successive application of these three rules does not separate the teams, a penalty shootout will follow.

Knockout stage / Finals

In case of a draw during group matches and finals, the winner will be determined by a series of 3 penalties.

If no winner is determined after 3 penalties, both teams will take penalties alternately until a difference is established.

9. Disciplinary Measures

A yellow card results in a 5-minute time penalty. The player may not be replaced during this period. After 5 minutes, the player or a substitute may return to the field.

A second yellow card, resulting in a red card for the same player in the same match, also results in a 5-minute time penalty. After these 5 minutes, a substitute may enter the field. The player concerned may no longer participate.

A direct red card results in a 10-minute time penalty. After these 10 minutes, a substitute may enter the field. The player concerned may no longer participate.

Yellow cards apply only to the current match. Any time penalties are not carried over to subsequent matches.

In the case of a direct red card, the player will be suspended for at least the next match.

All cards will be reported to the tournament committee.

All reports of misconduct will be sent by the tournament organizer to the national football association, which will forward these reports to the relevant other national associations.

In group matches, all results of a team will be declared void if:

• the team fields an ineligible player;
• due to misconduct by the players of that team, the referee decides to abandon the match.

10. Protests

Protests regarding decisions of referees are not possible. Protests regarding other matters must be submitted in writing by the team manager to the tournament committee within 15 minutes after the end of the match. The tournament committee will also decide on matters not covered by these regulations. The decision of the tournament committee is binding.

11. Match Schedule

The tournament committee has the right to modify the match schedule in case of unforeseen circumstances.

12. Liability

Participating clubs are responsible for adequate insurance for their players. The organizers and Euro-Sportring are not liable for personal injury, loss, or theft of participants' belongings.
